The point of this is not to serve a public interest, but to get in on the boarder protection and immigration payola, another opportunity for public corruption, like the war on drugs bonanza and the counterterrorism and security in public places bonanza [try getting a foot within half a mile of such prime terrorist targets as a National Institute of Health laboratory these days]
