This is fake news and its just as bad as when the Left does it.I see where you are coming from and on the specifics of the law I agree but I disagree about you labeling the coverage as 'fake news'. Yes, the penalties apply to the water districts but they are regulatory bodies themselves. If they are fined, the fines will flow down (punny) to their customers for payment. At some point when all practical leakage is fixed (a big bill there by itself), there will still be this law on the books and ever tighter ways of monitoring compliance. Bureaucrats are all too likely to employ the latter even as they 'work' towards 'fixing' the leakages.

It's fake news. This new law isn't a significant cause of people leaving. Tammy Bruce should be ashamed. But if she wanted to write real news, she could point out that harassing homeowners has almost no effect on overall water usage.
