In a couple of tourist areas there were strangers who took pictures of us. They were not from Idaho.
In one location, a man who was with his wife and daughter took a picture of my daughter and stayed right behind her for a while. This really skeeved me out. I wanted to scream “Get away from her!”.
Since he was there with his wife and daughter why did he take a picture of my daughter and follow her so closely for a while?
His wife was on the other side of the group and they seemed to be working to flank us continuously. It was very creepy and made me think of people working together to kidnap or rob other people.
The thing is... they looked like just run of the mill average people.
Another day we were in an isolated area and a group of people in two different cars(traveling together)took our picture. Again, sort of circling us on the way out.
Very unnerving.
If you look like a unicorn, peeps are likely to record the event.

You sound paranoid
1) Stayed armed.
2) Take pics of the creepers.

And THIS is why people from Cali aren’t always welcomed. It’s probably a better than even chance he was taking a photo of something else such as the mountain in the distance, the elk across the meadow, etc.
On the other hand, he was probably a human sex trafficking stalker. So I would never go back to Idaho...and I would also avoid Texas. It’s extremely dangerous there too.
California is much safer by every metric.
The picture taking could be part of criminal investigation (not aimed at you).
