AJ Ross reports on the fourth death from the Union City fire. By Tim Fleischer Updated 1 hr 48 mins ago ARLINGTON, Dutchess County (WABC) -- Nine years after he was viciously mauled by a dog, Frankie Flora is going in for more surgery but still with an amazingly positive attitude.

"It's laser surgery," he said. "So it will take this and like some of the red spots like that and just shaded it in. So it gets rid of the red spots."

That would make more than 40 surgical procedures the now 14-year old has endured since a relative's pit bull attacked him on April 16, 2009. He required more than 1,000 stitches to close 80 lacerations on his face and hands.

"It's nine years," he said. "I was only 5 years old when the dog attacked me, but I feel like it was yesterday."

Since the attack, Frankie has gown into a self assured teenager anxious to begin high school next year. Practicing his trumpet, music and art are on his list to accomplish, and along with his mother Maria, they hope to generate more attention to push "Frankie's Law" through the state legislature.

"He's trying to be an inspiration," Maria said.

"For other people going through what I went through," he said. "If a dog were to bite someone else, then it makes it so that the owner is more responsible if the dog bites someone for the first time."

Is the owner of the dog bankrupt from paying the medical bills or did they just put the owner of the dog in jail?

Thanks for the post. So sad that this has to keep happening. No doubt someone will come along and say but they are such sweet loving dogs.

I assume that you are discussing the breed. If so, then, as is usual, it was a pit bull. In 2009.

But not always. I just discovered, a one year old baby was killed by the family Rottweiler in Phoenix. I will not post it on a separate thread, but this is a fatality, and deserves notice.

The important thing to note is that if I guess the same thing every time then I will be right at least 9 out of 10 times. I wish I could bet money on those odds.

This mauling, which took over 1,000 stitches, occurred in 2009, and was in NY state. If the dog had an owner, and the dog owner had homeowner’s insurance, that may have paid for some of the surgeries if a claim was made - at that time.

Apparently, New York has a “one free bite” law, and the reason I posted this item is that the victim and his family is attempting to “make dog owners more responsible”, a sentiment with which I wholly agree.

None too soon, as the carnage and life-long consequences, along with enourmous medical bills, rises daily, as does the death toll.

This is happening less frequently now, as the truth about what pit bulls actually are and have been bred for for many years - as well as the carnage they commit on a daily basis, is becoming more widely known.

Here is a daily list of some victims. It is not complete. Today’s list includes a six-year old girl fighting for her life, and a firefighter mauled during a rescue operation.

Three key variables in dog attacks:
1. Frequency
2. Deadliness
3. Remediation

My neighbor rescued a Scottie that, after three months, nearly killed her other Scottie and that landed a tooth into her arm during the attack. In terms of the above,

1) Frequency: Scotties can be aggressive and so need oversight, but severe aggression is rare (she had a prior one which got along w/ the other fine); she thinks there might have been one prior incident that should have served as warning.

2) Deadliness: it was a vicious attack against the other small dog, but it was not deadly to the owner and would not have been a danger to a larger dog; also, had this occurred outside the house, it would have been more easily contained than were it a larger dog;

3) Remediation: this dog can be remediated by solitary placement but since it has been aggressive it is likely to repeat that behavior, so I’d prefer euthanasia based on this incident and unknown past history as a rescue.

Yes. The problems arise when such owners cannot or will not take the responsibility for owning dangerous animals.

In one recent pit bull attack story posted here, the owner of the pit bull said he was a convicted felon and couldn't buy a gun so he bought a pit bull instead.

After the fatal mauling, the police went to serve some papers on the guy. Turns out the neighbors saw him drive off in a U-Haul in the middle of the night.

Your course of action appears sad but realistic.

A Scottie being a terrier - a strong willed working dog, stocky and muscled, bred to kill vermin, and extremely intelligent, is not a dog for everyone.

CLEVELAND- A mother and a retired homicide detective are turning to the FOX 8 I-Team as they try to block parole for a man convicted of killing his girlfriend by using his pit bull as a weapon. It happened in 1992, and the case made national headlines as it became the first conviction of its kind.

The mother is to be commended.

Did you see the smile on her face?

She didn't let the dog attack mentally destroy her son. She was clearly his strength and her love and encouragement helped her son not only emotional recover but also thrive.

The lesson here is not to allow yourself wallow in self-pity and become a victim for life.

It's not the circumstance or the tragedy it's how you not let it define you.

Outside the original attack, the son is lucky he had a mother who did not let it destroy her sons' life.

Thanks. I sure hope you are correct. They are still legal where I live. One is so terrible none of the neighbors will allow their children out near that house. Police say they can do nothing.
