I second Nature’s Miracle.

Have you replaced any drywall or gotten to sub flooring?

Cats or Dogs will sometimes spray walls which gets to baseboards, etc...

I recently dealt with a house that had a smoker with cats living there for 20 years. Don't even pretend that you can rehabilitate furniture, carpets, curtains, etc. All must go. Then wash every surface with hot water and vinegar. And I mean every surface. For example, you may not think that tiles in a shower surround will absorb the smell, but the cig smoke coats the tiles and the grout will absorb some odor.

After you have washed the whole place, pay someone about $60 to come with an ionizer and treat the trapped air. That may sound silly, but ionizing the air finally got the last of the smell out for me.
