This is an animal care and management issue.
If the business doesn’t have enough animals to rotate them out for rest and health maintenance, stop letting the business abuse its animals. Yank the license and someone else that’s not a scumbag can fill in the gap with a better run business.
Better yet, stop going to a place that is no more a vacation than is Disneyworld -- too many people, not enough to do.
