I’d like to see them eliminate the carryover penalty. I mean, you can only use it for healthcare, so why can’t you carry over and just add less to the HSA the next year, if you choose?

To the best of my knowledge, an HSA does not have a carryover penalty. Might you be thinking of FSAs (Flexible Spending Account)?
