K-12 is an artificial design by government bureaucrats. It uses the Bismarkian model of education. It wasn’t used until late in the 20th century.
It is most emphatically *not* the product of market forces.
The education system really started going downhill after the federal government started issuing mandates to go with their money, and the NEA took control of teachers.
I hold forth that schools started going downhill after they banned rifle-competition sports.

The “best” public schools use the model of the best private schools of a century ago.
Schools are pretty much obsolete for educational purposes.
Their main purpose nowadays mainly is child care paid for mainly by other people other than the parents.
It is silly to work for nothing for 13 to 17 years at a cost to the taxpayers of about $170,000/child when it only takes about 26 man-weeks to build a house.
