I noticed the same thing while traveling last week. I picked one up (free) from a stack at a hotel. It was about the size of a junk mail advertising circular.
It was shocking, how far they have fallen. I remember the Huge Debut, in the 1980's. They were very slick, very well-produced.

About that size, yes, but produced much more crudely. Advertising circulars use multi-color printing, at least. What I saw with USA Today was a large use of two-color printing with a TINY bit of multi-color.
It was pathetic.
