Is this about the anarcho-terrorist training disguised as a video game?
The entire thing seems to be based on a terrorists vs. counter-terrorists scenario, with multiple combat locations (including a nuclear power plant) available. I've heard of real SWAT team cops exploring these massive multiplayer games as a teamwork training arena - no reason why the bad guys couldn't do likewise.
