I think the 30 and 28 refers back to the posting 30 days ago at 28 after the hour, foreshadowing the news about no name.
Q Post 1701 is from 7/25 at 19:28 and it is a pic of a person with their hands up. It was reported that person with their hands up died yesterday.
Except it was 31 or 32 days,depending on how you count. 31 days in July.
