Normally Military shipwrecks belong to the country that commissioned the vessel but the 2004 Sunken Military Craft Act may apply. The question is if the vessel was scuttled was the commission abandoned?

Britain scuttled the HMS Endeavour thereby releasing any claim to it. It is in US Water inside the 200, 12, and 3 mile limits.
It would be polite if we relinquished to them, provided the ask nicely and that the British provide a quid pro quo for any historical US items, current or future, that we may be interested in.
