DEVO is one-off from being a novelty act. I would classify Kraftwerk as Electronica, rather than Rock and Roll (even if they predate the term).
to be clear The R&R HOF actually is supposed to represent not just one niche, or musical genre but all Popular music largely since the Rock Era in American music began (generally around the mid to late 1950’s). Many exceptions to the rules have been allowed, and rightfully, toward great American artists that influenced modern pop/rock music that never got the same access of their music that the norm now.
