I recommend that they fail to process 100.0% of the claims. I took out modest loans as a graduate student, and paid them back in 4 years. I also worked though undergraduate (part-time) and law (full time) degrees. Not looking for a medal for that, just saying that it is incredibly inequitable to change the rules retrospectively and forgive debt. When the debt is forgiven, it does not vanish, it merely shifts to the federal taxpayer.

Approximately 85% of the outstanding student loan balances (roughly $1.4T at present) are federally guaranteed. When the borrower is forgiven (or otherwise defaults), the lender simply applies to the Department of Education and is paid. It is the quintessential zero sum game, either the borrower pays or the taxpayer pays.
