A candidate for city council in Southern California has been accused of dropping off his elderly, wheelchair-bound mother to panhandle for the last decade, even though they're not homeless.
David Chey has been caught on camera leaving Soon Chey, 86, in her wheelchair in the downtown district of Laguna Beach with a sign that reads, 'please, help me.'
'They have a brand new car, live in a condo in Irvine, yet beg for our help,' local business owner Heidi Miller told DailyMail.com.
'And Adult Protective Services have gone out there and can't do anything, because she says she enjoys begging. He's pretty much brainwashed her.'
DailyMail.com was unable to immediately reach Chey for comment.

Pretty much ALWAYS the case. It’s just another profession. Here in Houston, they’re licensed, regulated, and scheduled (to prevent conflicts like two people at one corner).

I lived in Irvine for 23 years and never heard of this guy or what his mother does. I looked up his name and he ran for mayor in 2016 but he finished last.
Looks like he lives near UCI. Never saw the mother begging for money. Irvine police tend to harass panhandlers if they loiter for long periods of time.

Yeah but, she has her own wheels and roughly 10 years of practice. They probably all have a network to keep alert for the PoPo. Is there an APP for that?
