Germany's Defense Ministry said on Wednesday that only 39 percent of large items, such as tanks and helicopters, delivered to the Bundeswehr in 2017 did not require improvement before deployment.
The quality of items delivered was "still improvable," said Parliamentary State Secretary Peter Tauber, who until February was general secretary of Chancellor Angela Merkel's conservative Christian Democratic (CDU) party.
The admission, which came in response to an inquiry from Left party parliamentarian Matthias Höhn, coincides with German troop involvement in a major NATO exercise in Norway and follows calls for improved readiness from defense officials, including Defense Minister Ursula von der Leyen.

I guess seven decades of letting someone else defend you has an impact.

I suspect with the Germans, if things were not check-list perfect, they needed “improvement,” and these were the kind of things our military would just live with....
I know a guy in tank training here in the USA; a substantial number of their tanks don’t run at all. I recall a recruitment run by the Marine Corps. to my technical college. They flew in a helicopter for us to admire. One of the seniors—who was a certified helicopter mechanic by then, said after looking at it, the Corps’ copter had so many leaks and problems, it shouldn’t of been allowed to fly....but, they just lived with it (even for recruitment!).
I think there’s a lot of imperfections in our military....that are just lived with, which probably a German mentality won’t permit.
They still have U-Boats. In fact they produce Israel’s submarine fleet....
They manufacture a great deal of first class military hardware and when considering a major military conflict, a strong industrial base is much more important than a current inventory. Germany has a long history of using the resources of potential adversaries to test and perfect military equipment and concepts for their own purposes. An interesting book for anyone with spare time would be “The arms of Krupp” by William Manchester

The German armed forces are a complete joke. None of their U-boats are seaworthy. Over half their tanks and a much much higher percentage of their fighter aircraft are not fit for action. They refuse to spend a reasonable amount for their own defense and the German armed forces have not seen any real action since 1945. The country has no spine. At all. They are utterly worthless as “allies” (which of course, they’re not).
They have 6 U-boats NONE of which are currently seaworthy.
Yes, you read that right.
