While I agree that the statistic is likely BS (LA Times...), Compton and Watts are both majority Latino, and have been for the past 5 years or so.

Because this looks like bullshit.
Illegal aliens have driven a lot of the black population out of those two cities. They have moved to cities like Moreno Valley, and interestingly, a lot have moved to Barstow.
Black Flight from inner city LA started during the gang wars and then the Mexican invasion just about finished off those communities.
