Sen. Graham experienced family tragedies at an early age and raised his younger sister. After losing his buddy McCain, perhaps he is realizing that life is short and maybe finding humor is a form of relief.
He reminds me of the toady Waylon Smithers to McCains Mr Burns (Simpsons). Now that his object of affection has been released from this mortal coil, he has become his own “man”. Good for him.
