And I absolutely disagree. We are not doomed by a subjective measurement of a particular cycle; moreover, since the cycle is the result of human behavior, we are able to dramatically slow or extend the cycle.
If our intelligence allows us to recognize the cyclic nature of the matter (as your quoted Kipling indicates) then, with additional effort, that intelligence allows us to analyze the cycle and identify opportunities to interrupt the cycle. With that, given sufficient willpower and energy we would be able to stabilize the cycle and arrive at a self-sustaining direction.
