I think I see the problem. It's Oregon. Without doing the research, I would guess that Wyoming has more reasonable game and gun laws.
A quick check shows that you can carry a firearm in Wyoming during bow season
States vary considerably in game laws. Here in Oregon, black powder hunters are limited to primitive weapons... no in-line ignition. They get special seasons, when the rut is on. The trade-off is having to use challenging gear.
People will cheat. Just a fact. Some of the areas around here get so thick with people hunting elk with rifles that the competition leads some to steal other’s kills.
