CRITICAL INFRASTRUCTURE RESILIENCE

WHY: It is vital that the nation critical infrastructures are resilient and prepared for major disasters

WHAT: WORKSHOP on Thursday, December 6 from 8:30am to 5:00pm

Senator Ron Johnson, Chairman of Senate Homeland Security and Government Affairs will be our kickoff speaker at 9:00 am.

Major David Stuckenberg will present the 2018 Air University Electromagnetic Defense Task Force Report (Spartacus) and then we will discuss actions based on this valuable information.

Work on the second version of InfraGard’s Action Guide, Powering Through: From Fragile Infrastructures to Community Resilience will be discussed by the authors.

A utility industry panel is planned. Ambassador Hank Cooper will discuss the Lake Wylie Project, which is a hydroelectric cranking path to blackstart a nuclear power plant and help the critical infrastructure be resilient.

We will then brainstorm actions needed to strengthen Critical Infrastructure resilience.

Undersecretary Bill Bryan, DHS Science and Technology will be the kickoff speaker for the Summit.

Congressman Doug Lamborn (R-CO) House Armed Services Committee, Congressman David Price (D-NC), House Intelligence Committee and David Bowdich, FBI Deputy Director are invited to join us Tom Popik and Jordan Kearns will discuss an EMP and GMD cost study carried out by the Foundation for Resilient Societies and Bill Harris discussing funding methods.

Panels on energy emergencies with Paul Stockton, former assistant secretary of defense for Homeland Defense and Americas’ Security Affairs, addressing Emergency Response Orders and State Actions for consequence management are planned.

WHERE: National Capitol Visitors’ Center Congressional Auditorium, Washington, DC

It is my understanding that the single greatest threat from an EMP event is the shutdown of our nuclear plants’ coolant systems. Fukishima x several hundred. Why the system in every plant isn’t required to be triple-redundant (or more) I don’t know.

One good thing is that the steps needed to make our electrical and other infrastructures much more resilient are not supposed to be that expensive (at least not as compared to either the cost of electricity, or the cost of doing nothing). It is something that could be easily paid for with a 2% tax on electric and gas fees for 5 or 10 years (which I would ONLY favor if the thing automatically sunsetted, and required a vote by both Houses and a Presidential signature to extend - unlike the telephone tax imposed during the Spanish-American War that lasted for about 85 years).
