How do you reset it? The infrastructure is wrecked. The US has locomotives stock piled for this type of calamity but you have to clear the burnt out locomotives first and the trains the were pulling. That takes time that the cities don’t have.
This is what I term a "reset". There needs to be a culling, just like in the middle ages, with the Black Death. Sad but true.
