In 1995, while Congressman Joe Scarborough was talking about welfare reform, he says that welfare turned American cities into war zones worse off than third world countries. Scarborough's comments sound racist and un-American if Trump's were called that. This also shows how Scarborough deceives viewers with his current political stances.
