Most homeless people have drug and/or alcohol problems and/or have mental problems.
You can walk around Frankfurt’s train station district, and there’s probably 500 to 700 homeless guys/gals, who are all on some drug issue (mostly heroin). They will work to get some cash....then go and get juiced up and lay in some city-park until the high ends. With the chilled weather of the past month...it wouldn’t surprise if one death per day occur with this crowd. The charity operations will offer some kind of heated facility....if you aren’t drunk or blitzed on some drug.

I'm sure there was somewhere, say a Starbucks, a homeless shelter, mission, church, emergency shelter, hospital where they could have gone.
