There are responsible breeders. This will put them out of business. I've always had rescues. They often come with problems, physical and mental, that the rescuer doesn't fully know. They're wonderful and loyal on the whole, but need to know you love them so they'll trust you if they've lived on the street for awhile. Will people have to certify that a dog they acquired is a rescue? Does that mean the state will control who can have a dog, and what is appropriate for them? (there's already some of that going on with shelters)

It seems that putting an end to puppy mills and storefront pet stores that sell dogs would be a better way to address the problem.
