No they wont. They just announce these things and never deliver. In 2006 they announced their moon base will be operational by 2015.
They make these announcements to distract Russians from their daily misery and lucky for the propaganda services the people never put 2 and 2 together and ask “what about all these previous announcements, that never materialized”
