Some idealists think this will lead to utopia, but the reality of human nature is such that in the absence of a civil society, the law of the jungle will soon assert itself...as these anarchists discovered.
Communists and other tyrants frequently promote anarchy, knowing that the chaos that results almost invariably leads to calls for a strong central authority to restore order, and they hope to be the ones who fill the vacuum.
Even in an anarcho-capitalist state, where free trade is promoted as the only guiding principle, the first contract dispute will result in either calls for arbitration (which is an appeal to a higher authority), or one of the parties involved to take it upon themselves to resolve the dispute, making themselves the de facto authority (see, "law of jungle," above).
