You must have been in the Highland Park area of St. Paul, or maybe around Lake Como. East Side and Midway was already Hispanic or Vietnamese. Plenty of Somalis were already around Cedar-Riverside in Minneapolis.

Catholic and Lutheran charities are instrumental in bringing the hoard of immigrants like the Twin City Somalis to this country. They get paid per head so the incentive is to bring over as many immigrants as possible. The politicians set up the racket and the charities live off of it.
