I have had a relative almost that bad. Lucky for his Mom, he was jailed for petty crimes, and has not been allowed to move back in the family home since then.

Why would anyone want this sociopathic asshole. As you say, "No one would be safe" in any house or environment other than perhaps juvenile prison. Drop him in Afghanistan he'd fit right in.
