Toxoplasmosis is transmitted by the parasite oocysts that are embedded in muscle tissue of mice and other animals. This sounds like an experiment to test Koch's Postulates using cats and to see if cat tissue can pass the disease on to other animals or cats in this case. The main research facility in the US for Toxoplasmosis is in Maryland. I don't think this test was poorly planned, its just that PC got wind of it and the public is making hay with the information.
