Yes, I know...and the last I checked, 18 and 19 were also consider teenage because they are also ages in the teens.
The point is simple, folks like to use random ages and words to manipulate the reader. Does one magically become a man at 17 years and 365 days? The answer is no. That is the point I am making and you walked right into how people are manipulated with words.
