It appears to say “GOD’s able” and then a verse.
Also appears that perhaps he did it himself. The “GOD’S” part is pretty good. The booze may have kicked in by the time he got around to the “able”.
I wonder if when he was caught he was angry at God? “God - I even have a F-ing tattoo of your promise - but you let me get caught!!!???”
I really appreciate these people identifying themselves upfront as derelicts and ne'er do wells so I can totally avoid them. Saves me a lot of trouble.
