wasnt it a Russian/Ukrainian company and driver that killed about 21 people in a limousine crash early this year? Again in MA or NH? Cant look it up right now.

You have to be a lawyer to know what is going on. As a non lawyer here are a few observations. At the time of the crash the driver was likely engaged in interstate commerce between MA and NH bring the feds into play. Another possibility, is the people that were killed and injured were federal retirees and active duty service members. It is big enough of an accident the NTSB is going to review it.
That is a very good question. Since its NTSB, I could see a safety angle, I suppose. Maybe. Anyone heard if the FBI is involved, DEA, FBI, ATF?
Well then he must have fled the scene. Otherwise, if he remained and the State Police did not arrest him and released him, then he in no way is a fugitive from justice. For what I provided is the definition, in legal terms, for a fugitive from justice.
Also could be that things have been a little too safe for NTSB’s go teams and they needed something to do. Keep their investigative skills honed. I don’t have a problem with that, FWIW.

The Massachusetts State Police Violent Fugitive Apprehension Section, in assistance to New Hampshire State Police, at approximately 8 a.m. this morning arrested VOLODYMYR ZHUKOVSKY, 23, at his residence at 90 Newbridge Street, West Springfield. ZHUKOVSKY was the driver of the truck involved in the fatal accident on Friday, June 21, 2019 in Randolph, New Hampshire that killed seven motorcyclists. MSP Troopers apprehended him on a charge as a fugitive from justice, which stems from a NH arrest warrant issued earlier today charging him with seven counts of negligent homicide. MSP VFAS Troopers also located in the defendant's residence wax packets containing a residue suspected of being heroin. The residue will be tested at the MSP lab and if positive for an illegal narcotic, ZHUKOVSKY will be charged additionally with that. At this time he is charged only as a fugitive from justice. ZHUKOVSKY is expected to be arraigned on the fugitive from justice charge this afternoon in Springfield District Court.

Authorities released few details of Fridayâs crash other than the name of the driver of a 2016 Dodge pick-up truck, Volodoymyr Zhukovskyy, 23, of West Springfield, MA., who was hauling a car trailer as he drove west on Route 2. NH State Police Col. Chris Wagner said the pick-up struck approximately 10 motorcycles which were traveling east in a pack, resulting in seven fatalities and three injuries
Coos County Attorney McCormick asked that anyone who may have photos or video of the Dodge pickup truck hauling the trailer prior to or after the crash should contact investigators at NH State Police at 271-3636. No charges or arrests have been made in the incident, as the investigation is just beginning, McCormick said
It isn’t, except to the extent that the crash involved a trucking company which is an interstate business, and since the crash involved a commercial vehicle apparently that brought in NTSB investigators.
Mr. Zhukovskyy is entitled to an extradition hearing, unless he waives it. He would be entitled to such a hearing even if he was arrested in MA following a hot pursuit from NH.

OK, wild guess. He went off right shoulder, corrected, trailer jackknifed across road, eventually taking truck with it as shown in accident photo.
And as fate would have it, the bikers were in the wrong place at exactly the wrong time.
