The years that sampled a lesser percentage for citizenship took place when the census was split into long and short forms. The sampling had been cross-validated to ensure that sampling a greater fraction would not change the results in a statistically significant way.
I was doing research on Ancestry.com, and my dad’s 1930 and 1940 census forms are on there. The citizenship question was on the form, but not one person on the page that he appears on was actually asked the question. That question is blank all the way down the page.
Sometimes it’s obvious a person is a citizen. Census takers back then had to get through it all in a hurry. That caused the forms to later be split into long and short forms.
Back then there also wasn’t the fraud and invasion we have today.
This flood coming over the border the last few years has been all about getting as many here as possible for the 2020 census. They have to keep this question off the form in order to successfully dilute the influence of actual citizens. Their goal is for California to have 75 members of congress, then their vote harvesting scheme will ensure they will all be democrats. This is a long game for the leftists and this first step is to lock the House of Representatives into permanent democrat control by using the 2020 census numbers.
If Obama arbitrarily withdrew the question Trump can arbitrarily reinstate the question.
Back President Trumps effort to make certain the census form contains the citizenship question in it and no reference to race. But to the country of where the respondent is a citizen of if not an American citizen.

By doing this Mexico has avoided balkanizing, creating fractional disputes in areas where a given group in one of its states is a majority or a minority. Plus it could play a significant part in shutting down the political playing off racial divisions between Americans by the Democrats.
Since the actual purpose of the census is to count CITIZENS for election apportionment, honestly the ONLY questions ever valid should have been citizenship and how many. Period. While its great and fascinating for genealogy,all those other tidbits are pretty useless and intrusive.

The long form was dropped but the citizenship question was asked in the ACS, as it had been the previous census.

I have 1920 forms for my ancestors. For my ancestors who were immigrants, the citizenship boxes are filled in. For their children who were born here, the citizenship boxes are left blank.
You are probably right. Where my dad grew up (Bassett, VA) there likely weren’t large numbers of migrants at that time. It was a very poor community. He actually lived in a place called “Horsepasture” which even today only has 0.35% latino residents.
