My city is designed well, road-wise, so I was fortunate in that regard. It’s road system was built in the 1950’s, on the idea that the city might eventually have 1.5 million people. Consequently, they built really wide roads for the thoroughfares. Edmonton, AB, for the record.
However, if these deaths are not happening on main streets, then the only solution is to have them ride on the sidewalk, with common courtesy expected.
Little children dart around the sidewalks.

Several of our local cities have decided to make the roads safer for bikers. They put small dividers in the road to give bikers their own lane. Unfortunately this also made the auto roads narrower, and very dangerous.
On other rural paved roads they put up signs warning drivers to give “Three feet” to the bikers. Problem is the bikers like to take their three feet in the middle of the lane.
A few days ago I saw bikers using their three feet in the ONCOMING lane, going the wrong way.
