courts have determine if you are on permanent status at work the agency cannot fire you if there is an investigation. The investigation is part of due process and you get an appeal. So you cannot withhold pay from someone before you find they did something wrong and that’s what; the investigation is for.

In some cases employees are not wanted at work till you determine what happened. Those are cases in which administrative leave is used during the investigation while they sit at home.

I don’t invent it, but i understand it. i put dozens of employees on paid leave especially after serious incidents or of they were suspect of doing wrong with inmates. Cops after shooting are on admin leave pending an investigation.

We couldn’t afford to risk having them around till we cleared or fired them.
