Part of the problem is the panoply of laws passed by federal government, states, counties, cities, etc. Law enforcement is overwhelmed and cannot possible enforce them all so they choose not to enforce some laws, thus promoting disrespect for all laws. Someone also observed that there are so many laws that the average person commits a felony or two every day. Ignorance of the law used to be no excuse, but a good case can be made for this argument. No one can be expected to be knowledgeable about all laws, another reason for disrespect of the law.

Exactly why there exist way too many laws, especially the income tax code!
