It’s happened to two people I know. It’s just like the retired cop down the street who sold his commercial property and got it back by planting drugs on the property and framing the new buyers. He got to keep the down payment and get the property back to sell again. He did this three times in a row before he finally got caught.

I seriously doubt that.

It apparently does happen. There's the case of Randy Weaver - IIRC, a government 'informant' came to him, wanting a shotgun barrel shortened. The 'informant' specified where he wanted the barrel cut, and because the barrel would still be over 18" in length, Mr. Weaver did the work. Unfortunately, he (like many Americans) was unaware of the legal overall length requirement for shotguns (26"??), and unintentionally broke that law. Which was obviously what the government 'informant' was looking for...
