I think I heard that CA either prohibits, or heavily taxes, rainwater. Or at least it was being considered. Such a beautiful state; at least it used to be.

I am building a house, on my plans I am required to have 4 Rain Barrels, one at each corner of house to catch rainwater runoff from roof and divert to ???landscaping? v ditch that goes to wash?
And since I have a Well, NONE of this applies to me anyway.
I moved out in 1988. In 1992 I was unemployed for a while, and I did whatever temp job I could get my fingers on. A) I was never going back to CA no matter what. B) at 23 years old I could think of nothing more humiliating than moving back to mommies house
