The problem in the oceans is not caused by countries like the USA. We COLLECT and DISPOSE of our plastic waste. The problem comes from 2nd and 3rd world countries that dump their garbage everywhere.
We need to be TEACHING them the art of waste collection and disposal.
Single use plastics are one of our mainline defenses against bacterial infections and disease. Wholesale bans are dangerous to us all.

First, the dummies didn't want trees cut to produce paper bags, which deteriorate very quickly. They preferred plastic. Now they don't want plastic.
Instead they want multiple use bags that become dirty and are seldom washed. I have seen multiple examples of dirty bags being used to take home groceries. Ugly!!

We send our recycle plastic to these overseas countries for processing. China has banned such plastic for processing. That has put other countries into a flood of plastics for processing. What happens is these processors are overwhelmed with more plastic than they can process. I suspect that is what China was doing before the ban. The easy fix is to put it on boats and dump it in the ocean.
Then there is the cruise ship industry. Carnival Corporation has been slapped with a $20-million penalty for dumping raw sewage and plastic laden garbage into the ocean. This is the second time since 2016 they have been caught. How much do other ships do the same?
I looked for photos of ships dumping plastic waste into the ocean, and have found nothing. I think there is an effort to hide such practice by night dumping. However, the below photo shows the evidence:
