It is my understanding that the land that the DC was carved out of was in the state of Virginia. Therefore, and such land released by the Federal Government should go back to Virginia.

California could be cut into five states, Oregon two, Nevada two, Arizona two, Texas seven, Alaska three, Add Porto Rico and Virgin Islands, Samoa, Guam, Cut New York into three, Let Washington DC be ONE State. The Senate could be as large as the House.
