The dog appears to be lacking upper eyelids.
I suspect his eyes may get dried out from time to time.
I doubt if that condition could ever be fixed without putting the animal through the wringer just to make us humans feel happier.

We had a boxer that was missing her upper eyelid on 1 eye. Gave her a goofy as heck look but never bothered her. She also had a super long tongue that always hung out of her mouth. Lol We adopted her at 3 yrs old and she turned out to be the best dog ever.
