Stars are not free anymore, you know. You need a license to view each one, as they may be proprietarily owned by some other stargazer. To zoom in on them with a telescope or binoculars will cost you extra.

For starters most state parks require a $7 entry fee.
I doubt the State Park Police would actively enforce this.

State parks typically close to visitors at sunset, even campgrounds in state parks lock the gate at 9 or 10PM. Having to keep personnel onsite does have a cost. It’s less than the cost of this permit to rent a campsite for a night, though. If it’s just a one time thing and there’s a campground, rent a site.
