Because in the communist totalitarian system, it’s very, very hard to report bad news up to your superiors.
Think of the eight doctors who first sounded the alarm, and were arrested for spreading rumors. (They’ just been released and the charges dropped.)
The same reason the Russians let innocent people hang around for 3 days in Prypiat after Chernoble. Central planning fails always.

Simply because of the implications if they did admit to doing bio warfare research. If it was naturally occurring, then they likely would have owned up to it soon. So they ‘quietly’ tried to contain it...but that couldn’t work, so the only option was a massive lockdown, but even that’s too late.
Local coverup by those directly involved with the project? The stonewalling was only a temporary respite? Once the true situation became known, a massive response was generated?
We'll probably never know.
