I never seen how student work is “confidential” or a privacy concern.

There are privacy laws that schools have to abide by in most states.

Because the work belongs to the student, not to the instructor. It's a matter of human respect. I'd give the tracher a D in grading the paper. There was little to nothing to assist any student's writing skills. Finally, something is amiss with the student which deserves further investigation to learn what's up. Is this kid on drugs? Is this kid having severe mental disturbance such as psychosis or schizophrenia? I know that publically humiliating him isn't the answer. But then again, perhaps the student is bored with the subject and is enjoying a game of cat and mouse with the instructor! 🤣
