I have lived in Florida three times. Every druggie and dipso who is on their last legs goes there for a “new start.” Every grifter and “failed businessman” goes there for a new scam, er, “new start.” There are no major companies and industries other than tourism/hotels and those who “service” those who are in those industries (there is Ag, but it employs few people). Florida is a sunny place for shady (and crazy) people.

I know that in the 90s, at least, FL was one of the best places to set up shell corporations for OTC stock manipulation.
I do not recall the reason.
