Well, if I was really in France and had tested positive I am one of those that would not fly home by escaping to the UK and sneaking in.So yeah..it would be enjoy your stay..that’s life.
I agree it is a total clusterfuck, and even if the fault ultimately ends up being with dumb Obama era FDA bureaucracy and regulations, Trump is going to be blamed for saying it was the flu and that he didn't want the numbers to rise.

US citizens have an absolute right to re-enter the USA. Once they get here, they can be quarantined, but they cannot be refused entry.
I wonder if this is really a problem. If there are no flights landing from Europe after Friday, then how are these American citizens & legal residents supposed to get home? Swim? Take a boat? Fly to a 3rd country outside of Europe? (How is the government tracking that?)
