I cant recall...Is it that he didn’t win the popular vote, or that he only got a plurality, not majority?

Clinton did not get a majority of the total votes cast but he got (by a large margin) the highest number of votes in 92 and 96.

And neither did John Q. Adams, or that guy who got elected in 1876 and whose dubious election nearly started CW II. It’s not like this has never happened before.
