Critics worry about a Patriot Act for health care, raising concerns about patient privacy and civil liberties.
White House senior adviser Jared Kushners task force has reached out to a range of health technology companies about creating a national coronavirus surveillance system to give the government a near real-time view of where patients are seeking treatment and for what, and whether hospitals can accommodate them, according to four people with knowledge of the discussions.
The proposed national network could help determine which areas of the country can safely relax social-distancing rules and which should remain vigilant. But it would also represent a significant expansion of government use of individual patient data, forcing a new reckoning over privacy limits amid a national crisis.
Health privacy laws already grant broad exceptions for national security purposes. But the prospect of compiling a national database of potentially sensitive health information has prompted concerns about its impact on civil liberties well after the coronavirus threat recedes, with some critics comparing it to the Patriot Act enacted after the 9/11 attacks.
Already, the Trump administration has sought to ease data-sharing rules and assure health data companies they wont be penalized for sharing information with state and federal officials a move driven in part by Kushners push to assemble the national network, according to an individual with knowledge of the decision.
This is a genuine crisis we have to work through it and do our best to protect peoples health, said Jessica Rich, a former director of the Federal Trade Commissions consumer protection bureau. But doing that doesnt mean we have to destroy privacy.

I could see a system that says "How many patients do you have as of 6 AM today? How many are being treated for COVID-19?"
The data collected might be "234" and "7".
On the other hand, if they are collecting name, address, social security number, email address, phone number, and insurance carrier for every patient all across the country and putting it all in a big honking database
well, that would seem wrong to me.
Kushner had the presence of a child when he spoke at a recent press conference. I was not impressed.

And yes, I know of the people who say it’s not really off. We an iPhone 7 Plus (can’t remember the iOS version) tested it once while at work using some RF gear one of our departments had. It was a boring Friday afternoon, so why not.
Conclusion - it’s off when it’s off.
There is a report out this morning that would render surveillance meaningless.
A study of 175 recovered patients by the University of Fudan found little or no antibody presence in the blood in about 1/3 of that sample. This is very bad. Only days or weeks will have passed since the patients were declared recovered.
If immunity is not retained to this virus then no vaccine will be of any use.
I guess to be able to go out and breathe God’s free, fresh air unobserved by Mordor on the Potomac we will need to leave our omnipresent cell phones home or use a Faraday cage.

I think he plays both sides in my opinion.
Gosh - I found him to be sharp and able to maintain a lot of facts and speak well about them...he’s not the prettiest dude but he seemed sharp and on the ball.
