Actually, Rice’s memo was written 15 minutes after Obama’s term ended and Donald Trump’s term began. What she was doing in the White House at that time is a mystery. Of course if the Obama people had a normal sense of decency or courtesy they would all have been at the inauguration of the new President. But of course they had all spent months trying to use the resources of the federal government to prevent his election.
